Is the lack of a gun registry dangerous, or just 'annoying'?

The most fundamentally offensive aspect of Daley's demand for a gun registry, accessible by officers' in-car computers, is that it treats gun ownership itself as a suspect activity, indicative of a tendency toward criminal violence.
