Legal self-defense coming to 21-year-old Missourians?

Of the 49 states that do not outright ban defensive handgun carry, Missouri makes would-be applicants wait the longest. Only in this state must young adults who wish to equip themselves for self-defense wait until their 23rd birthday before becoming eligible to apply for a concealed carry permit.
