In the end, though, it should be admitted that today's title is not entirely accurate. By mandating defenselessness, the government of Illinois has guaranteed itself a plentiful supply of allies: armed robbers, rapists, psychopaths, "flash mobs," etc. who can be confident that their intended victims will not have an effective means to resist their predations.
