If the problem is violence committed by criminals who acquired guns through "illicit means," then a law regulating "licit" (i.e., legal) gun sales and ownership by peaceable citizens is obviously irrelevant.
Dang it, Anon, you make me look silly when you make in one sentence the same point that it took me over 1,000 words to make ;-).
What really looks silly is a politician proposing registration for legal gun transactions as a way to stop violent crimes committed by people (convicted felons, psychotics) who can't legally buy guns, and who acquired weapons through "illicit means." Obviously, black market gun dealers are not going to report or register their sales, and, under the Haynes decision, they don't even have to.
